Biography

Dr K M Baharul Islam has been teaching and researching in the areas of Communications, Law, Education, Public Policy, and Governance for more than twenty-five years. At present he is the Professor & Chairperson of the Centre of Excellence in Public Policy and Government at the Institute. He was the Dean of IIM Kashipur during 2019-2021. Starting his career as a faculty at National Institute of Technology, Silchar in 1994, he went on to teach at a number of universities in India and abroad. In 2020 he was elected as a Fellow of the Royal Asiatic Society of United Kingdom and in 2022 he was invited as a Visiting Professor in Media and Communication Department by the London School of Economics.  

Prof Islam also serves as Fellow at the US India Policy Institute in Washington DC and in 2015 he was selected as an International Fellow at the KAICIID Dialogue Centre in Lisbon. During 2016-2018 he was on deputation as a Fellow at the Indian Institute of Advanced Study, Shimla (2016-2018) where he worked on Literature of the Northeast.

Since his joining IIM Kashipur in 2012, Prof Islam successfully conducted some major sponsored projects: (1) The World Bank's Capacity Building Program on Environmental Impact Assessment, (2) Development of Performance Indicators for Lower Judiciary commissioned by the Ministry of Law and Justice, Government of India, (3) Development of Disaster Management Strategy for Uttarakhand (ICSSR), (4) Gender Diversity Analysis in India & Canada (Shastri Indo-Canadian Institute, (5) Continuing Legal education for Advocates in India (Ministry of Law) and ICSSR IMPRESSS Project on Witch-hunting in Eastern India.

Besides teaching Dr Islam has also worked extensively with UN agencies starting as a Consultant for UNESCO in Cambodia in 1998. Later he worked on ICT Policy, Plans, and e-Government Strategy with the UN Commission for Africa (UNECA), UNESCAP, Bangkok and later for African Development Bank.

He has published widely with many books and several articles to his credit. He is a public speaker, debater, TV commentator and communication specialist. He participated at the BBC World Debate in 2006.  

He holds three masters’ degrees: LLM in Telecom and Information Technology Laws from the University of Strathclyde (UK), MA (English) from AMU, Aligarh and MBA from IK Gujral Technical University. He did two PhDs: one in English from Tezpur University and another in Transitional Justice from Don Bosco University. He also did his Post-Doctorate from Asian Institute of Technology (Bangkok). Besides he has obtained B.Ed. degree specializing in Educational Planning and Administration. He has completed his D.Litt. in English from Kumaun University. Dr Islam is a recipient of the United Kingdom Telecom Academy Fellowship (2004) at Strathclyde University and the IPDET Fellowship at the University of Bern (Switzerland) in 2018.
